Why do some scooters need a motorcycle license to ride, while others don’t?
Scooters that have a top speed of less than 30 mph are considered Limited Use Motorcycles (Class B) by the state of New York. These LMB scooters may be operated by licensed drivers without needing a motorcycle endorsement on their license. They also have restrictions on where they may be ridden - i.e. right lane only (except when making a left-hand turn), and not allowed on limited access highways.
